SERA's role in regional development. The South-East Regional Authority has been in existence since 1994 and in that time has made a significant contribution as a regional tier of government in Ireland and has been to the forefront in identifying, articulating and addressing the deficiencies, development needs and investment priorities of the Region.

The region and its counties The South-East Regional Authority covers five counties and six local authority areas in the South-East of Ireland - Carlow, Kilkenny, South Tipperary, Waterford City, Waterford County, and Wexford.

The role of tourism. The region has an extensive and attractive coastline, river valleys and uplands. It has a strong tourism base with a wealth of accessible and affordable golf courses, a wide range of equestrian, angling, walking and cycling holiday options. The region has urban destinations which could be further promoted as short break urban destinations and build on their attractive settings and developing the presentation of their built heritage and the general quality of their environment. There are many well-preserved historical buildings in the region as well as heritage towns and fishing villages (see www.southeastireland.com).

Air access to Ireland's South-East. Air access and accessibility to the South-East is very important in a tourism context. The capacity to access the region has major implications in terms of the tourism industry, potential visitor numbers, the regional economy and the ability to attract foreign direct investment. It is important to improve air access to the region because of the continuing trend among travellers to favour air services over sea access. The South-East Regional Airport at Waterford can make a significant contribution to socio-economic development by facilitating and attracting visitors to the region. Through tourism benefits, direct and spin-off job creation as well as the generation of economic activity.

The role of Waterford Airport. The South-East Regional Airport forms a key strategic element of the region's transport infrastructure and is vital for the future socio-economic development of the region. In addition to its role in the transport network, the airport constitutes a key factor in the attractiveness of the region as a location for inward industrial development, tourism and enterprise. There are five key issues in relation to the future operation and development of the airport. These relate to:
